No.

Is he listening to Mom?

Also no.

Is he currently doing something extremely important?

Obviously.

Otto is busy doing important otter things—and frankly, interrupting him would be rude.

This Field Guide character is for the kids who march to their own little rhythm, find fun where they're not supposed to, and have somehow turned avoiding responsibility into an art form.

Because childhood isn't supposed to be perfectly organized.
